Context
The only Lord of Scales I found was
Edward Woodville, Lord of Scales (as in, a land called Scales). I guess there's also
this feat created for Dungeons & Dragons 3.5 edition. In any case, who ever this Lord of Scales was, he had some power over dragons, until Jhala bested him.
