Connections

  • Citizens of Kiev woke up one morning to find Caspian had somehow stolen their entire city and was now, in every legal way, their Mayor

Context

Kiev is the capital of Ukraine. During the 18th and 19th centuries (around when when Caspian was alive), Ukraine was part of the Russian Empire. By my understanding, Kiev didn't have a mayor while it was part of the Russian Empire. Instead, it had a governor. Today, the position for Kiev's mayor is decided by an election.

But hey, governor, mayor, what difference would it make to Caspian as long as he gets to run the place? On that note, how would Caspian accomplish this feat?

I actually had a hard time finding information about whether governors were appointed or elected or something else in the Russian Empire (and, by extension, in Kiev). In any case, here is a list of the real-world governors of Kiev in the Russian Empire. Caspian would have had to somehow oust one of these gentlemen.
